Portugal Attracts €6.7 Billion in Foreign Direct Investment in the First Half of the Year, as International Capital Continues to Flow into the Real Economy
01 Sept 2026, 20:00

Portugal’s ability to attract international capital strengthened significantly in the first half of 2026.
According to the latest data released by Banco de Portugal, foreign direct investment (FDI) transactions in Portugal reached €6.7 billion in the first half of 2026, a significant improvement compared with the negative figure recorded during the same period in 2025. Of this total, approximately €6 billion was invested in Portuguese entities, while €1.7 billion was related to real estate investment.
These figures indicate that Portugal continues to attract international capital despite ongoing uncertainty in the global economic and geopolitical environment.
European Capital Remains the Main Source of Investment
European countries continued to be the primary source of foreign direct investment in Portugal.
During the first half of the year, investment from France increased by approximately €7 billion, while investment from Spain rose by around €1.9 billion. At the same time, investment from Luxembourg decreased by approximately €4.6 billion, partially offsetting the increase in capital flows from France and Spain.
This investment structure also reflects Portugal’s strong integration with European capital markets. As a member of both the European Union and the euro area, Portugal maintains close trade, investment and corporate ties with Europe’s major economies.
Real Estate Remains an Important Destination for Foreign Capital
Of the €6.7 billion in foreign direct investment recorded during the period, approximately €1.7 billion was directed towards real estate.
Although this figure was slightly below the €1.9 billion recorded during the same period in 2025, real estate remains an important channel through which foreign capital is invested in Portuguese tangible assets.
In recent years, the scope of international investment in Portugal’s real estate market has also expanded beyond traditional residential property to include hotels, commercial real estate, logistics facilities, student accommodation, serviced apartments and data centres.
This suggests that international investors’ interest in Portuguese real estate is becoming increasingly connected to underlying demand from sectors such as tourism, technology, logistics, education and urban development.
Foreign Direct Investment Stock Equivalent to 71% of Portugal’s GDP
From a longer-term perspective, Portugal’s inward foreign direct investment stock reached €225.1 billion by the end of June 2026, equivalent to 71% of the country’s GDP.
Meanwhile, Portugal’s outward direct investment stock stood at approximately €82.2 billion, equivalent to 26% of GDP.
The substantial stock of foreign direct investment highlights the extent to which international capital is already embedded in the Portuguese economy. Foreign investment is not limited to short-term capital flows but extends across corporate equity, real estate, industry, energy, infrastructure and other long-term assets.
International Capital Flows Reflect Portugal’s Long-Term Appeal
Foreign direct investment generally has a longer-term nature than short-term capital flows and can therefore provide a useful indication of how businesses and investors view a country’s long-term operating environment.
The recovery in FDI transactions to €6.7 billion in the first half of 2026, following a negative figure in the same period last year, together with approximately €6 billion invested in Portuguese entities, represents a positive signal.
For Portugal, the key is not simply to attract more capital, but to translate international investment into business development, infrastructure, industrial upgrading, highly skilled employment and tangible assets capable of generating long-term value.
From this perspective, continued participation by international capital not only demonstrates Portugal’s close integration with European and global capital markets, but also reflects its enduring appeal as a long-term investment destination in Europe.
