Portugal Designates More Than 1,000 Priority Areas for Renewable Energy Development to Accelerate Wind and Solar Projects

According to Reuters, the Portuguese government has launched a new renewable energy initiative aimed at accelerating the country’s energy transition and attracting green investment. The plan designates more than 1,000 areas across Portugal as priority development zones for wind and solar energy projects, with the goal of streamlining approval procedures and speeding up project implementation.
Under the government’s newly unveiled Green Map initiative, a total of 1,302 priority renewable energy development areas have been identified, including 792 zones for solar projects and 510 zones for wind energy developments. Most of these locations are situated within 10 kilometres of existing grid connection points, offering favourable conditions for power integration. In addition, environmental constraints and major permitting challenges were considered during the selection process, making these areas particularly suitable for fast-track development.
Portugal’s Minister for Environment, Maria da Graça Carvalho, stated that the initiative is designed to provide developers with clearer investment guidance, reduce uncertainty during the permitting process, and improve the overall efficiency of renewable energy project deployment.
As part of the programme, the government has opened a public consultation period that will run until 15 July. Residents, municipalities, environmental organisations, and energy companies will be able to submit comments and recommendations before the final version of the plan is approved.
In recent years, Portugal has significantly accelerated its renewable energy expansion and has become one of Europe’s leading countries in the energy transition. Official data shows that the country’s installed solar capacity increased from approximately 1 GW in 2016 to nearly 7 GW in 2025. Wind power, already a mature technology in Portugal, expanded by around 10% over the same period, reaching approximately 5.6 GW of installed capacity.
The rapid growth of renewable energy has also transformed Portugal’s energy mix. During the first quarter of 2026, renewable sources accounted for approximately 80% of the country’s electricity consumption, highlighting the significant progress made toward improving energy security and reducing carbon emissions.
Analysts believe that the implementation of the Green Map initiative could further attract both domestic and international investment into Portugal’s wind and solar sectors, providing additional momentum for the country’s long-term energy transition strategy and supporting future green economic growth.
